Although they can never be completely eradicated, local crime and
international terrorism can be best controlled by undercutting their
root cause: Poverty. Desperate people are more likely to do
desperate things. That is why there are more gangs in Watts than in
Beverly Hills, and more terrorists from Palestine than from the United
States.
